It isn't actually! But Tortoise Hill is kinda close to Area 51 though.
Tortoise Hill came to be since I really didn't want to deal with either real world existing problems in a city(I'd rather make my own), or things like referencing real world places and how different it was in the 80s. Originally Now Hiring was going to take place in Ely, on the eastern side of Nevada, and nowt it's this fictional metropolitan city that's in the western end of the state.
An attack tortoise named Louis, actually. There's a big statue of Louis in TH's fancy downtown park.
